For typical clients, according to the CFPB, the companies sent "dispute letters" to the national credit bureaus challenging "much of the negative information" in clients' credit reports, "even if that information was accurate and not obsolete." The companies then allegedly failed to follow up to see whether the credit bureaus identified the challenged items as being in dispute by the consumer, and never determined whether they had raised clients' credit scores.
Your credit score partly depends on your credit utilization – the amount of debt you carry as compared to the total amount of debt available to you. If all of your credit cards are maxed out, opening a new one increases your available debt and causes your utilization ratio to go down, and that could help your score. But your score will take a ding any time you carry a high balance on any one card. So if you transfer multiple balances to a single card and get close to (or reach) your credit limit, your score will suffer even if your other cards are paid off.

The credit bureau usually has 30 days after receiving your dispute to investigate and verify information. Typically, the credit bureau will reach out to the company that provided the information and ask them to investigate. If your limit is raised to $4,000 and you continue to charge just $200 a month, your utilization is now just 5%.
